Limit reached

Shown in the thread in place of the reply that could not run: which limit was hit (messages, tokens, a model's cap or credits), a live countdown to the reset, and one way out chosen from what the plan allows: switch to a model with room, top up, or upgrade. When the reset passes it turns into Send now. Reads the limit from the useChat error.
