Quality alerts

When live quality should reach someone, as rules that read as sentences whose words are the controls: tell #quality when Accurate falls below 80 over a day. Each rule is played back over past days, so it says how often it would have fired, and whether it is firing now, before it pages anyone. qualityAlertCheck runs the same check on the server.
