Run finished toast

The toast for a run that stopped while the user was elsewhere in the app: what it was, how it went, and one button to go and see it. Runs that finish together share one toast that counts up instead of stacking. showRunFinishedToast is safe to call from an effect, and useRunFinishedToasts drives it from a list of runs.
